Forest Village Council – September 24, 2026

Village of Forest Council met in regular session on September 24, 2026 at 7:00 PM in Council Chambers.

Council President Val Mullholand called the meeting to order with the Pledge of Allegiance.

Approval of Agenda for September 24, 2026: D. Moore moved to approve agenda for 9/24/26 meeting. J. Moore seconded. Vote: 4 yeas, 0 nays. Agenda approved.

Approval/Corrections of Minutes: L. Perkins moved to approve minutes from 9/10/26 Council Meeting. D. Moore seconded. Vote: 4 yeas, 0 nays. Minutes approved.

Bills: S. Hankins moved to approve the payment of bills. D. Moore seconded. Vote: 4 yeas, 0 nays. Payment of bills approved.

New Business

Resolution 2026-06 Accepting the Amounts and Rates as Determined by the Budget Commission

J. Moore moved the suspension of three reads. L. Perkins seconded. Vote: 4 yeas, 0 nays. Passed.

L. Perkins moved to approve Resolution 2026-06. J. Moore seconded. Vote: 4 yeas, 0 nays. Resolution 2026-06 approved.

Trick or Treat dates were discussed. Council scheduled Trick or Treat for 10/29/26 from 6-7:30pm with rain date of 10/31/26 6-7:30pm.

Committee Reports

Mayor: None

Finance/Audit: Update from 9/24/26 meeting was given. Committee is focusing on 2027 Appropriations. Discussion was held on Village picking up compost at residences and possibly opening up the compost on a weekend. Jamie Davis will be reviewing this.

Safety: Committee met on 9/21/26. Resident John Chapman attended to present the need for a Neighborhood Watch Program. He was given permission to pursue the program. Discussion was held on snow emergencies and parking limits on Lima Street to allow for plowing. Fire Chief discussed the need for the Village to obtain a domain with either .gov or .org for government reports as an example. Next meeting is scheduled for 10/12/26 @ 6pm.

Police Chief: Discussion was held on snow parking and grass in roadways that are clogging up catch basins. Chief Kromer will be presenting Ordinances to review at a future date. Neighborhood Watch is getting a great response and gaining traction.

Fire Chief: None

Ambulance Board: None

Service: Next meeting scheduled for 10/6/26 @ 6pm.

Administrator: Interim Administrator Jamie Davis advised that the splash pad has been closed. Street project is scheduled to being on 10/5/26 with 11/25/26 as the possible complete date. There will be no parking on Gormley and Mary during this time and additional signage will be posted. J. Davis is obtaining estimates from Beesafe for security system in multiple locations. PPE grant has been submitted. Village purchased new equipment to focus on maintaining alleys. Tentative schedule is mid-October to begin alley work. Well application has been submitted to OEPA and he is waiting on site visit. Leaf collection for the Village is tentatively scheduled for 11/2 to 12/11/26. Plans to do pick up in quadrants. Dates are tentative and will be adjusted if leaves fall earlier. Another JFS employee has started and will be working for a few months. This is no cost to the Village. J. Davis is working on sale list for Gov Deals. Fire Hydrant flushing should be completed tomorrow. They were able to flush half of the hydrants and will do the other in the Spring. One hydrant will need replaced.

Park Board: Update from 9/21/26 meeting was given. Park reviewed 2027 Appropriations and discussed 2027 projects. Park approved to have the pavilion professionally cleaned 3 times a year. They also approved to pay 1/3 of new picnic tables. Still researching if pickle ball courts could be put where tennis court is currently located.

Market Square: None

CIC: None

Business/Industrial Development: Committee met on 9/17/26 and working on some engagement ideas.

Zoning and Planning: Committee met on 9/21/26. Discussion was held on rezoning of two undeveloped lands. A list was compiled of residents that would need notified. A letter will need to be drafted and mailed. A public meeting will need to be scheduled and advertised as well. Continuing discussions will be held regarding parking on sidewalks and driveway rules, swimming pool distance needed from property line and if they are considered structures. It was reported that alleys within the Village are not to be blocked and Chief Kromer will handle the situation. Next meeting scheduled for 10/21/26 @ 6:45pm.

Human Resources/Ethics: Committee met on 9/17/26 @ 5:45pm. Discussed the hiring process for permanent Village Administrator.

Tree Commission: V. Mullholand advised that the committee needs to schedule a meeting to create a tree plan to present to Council.

Village Solicitor: None

Fiscal Officer: Working on 2027 Appropriations. Loan applications will be submitted with the assistance of RCAP and Wessler. Recommended that Council review water rates for possible increase.
