Forest Village Council – March 26, 2026

Village of Forest Council met in regular session on March 26, 2026 at 7:00 PM in council chambers.

Mayor Derek Hastings called the meeting to order with the waiving of the Pledge of Allegiance. There were 5 guests in attendance. Roll call was taken by acting secretary,
Mary Dickinson, with all council members present. Absent was the Fiscal Officer.

There were no village announcements.

The approval of the agenda for this meeting was unanimously passed on a motion by Ms. Hankins, seconded by Ms. Perkins.

The minutes from the March 12, 2026, meeting were approved unanimously as presented in a motion by Ms. Hankins, seconded by Ms. Moore.

The bills were unanimously approved for payment with a motion by Ms. Mullholand, seconded by Ms. Moore.

Citizens’ Comments — there was a question regarding the electric scooter issue.

Old Business — 2nd reading of Ordinance 2026-01 U-Turns within the Village was
completed.

New Business — 1st reading of Ordinance 2026-02 Amending Park Rules in conjunction with Ordinance Section 957.01 was completed.

Mark Schwemer introduced himself to the group as a candidate for Hardin County Auditor.

Committee Reports

Mayor: Nothing

Finance/Audit: Met prior to this meeting, signed bills only

Safety — Met 3/23/26, see attached minutes

Police Chief: Nothing

Fire Chief: Nothing

Ambulance Board — Nothing

Service — Met 3/16/26, discussed splash pad, storm pit lowering complaint policy,
summer help position posted

Administrator — High and Low service pumps repaired, Julia Street back open, April 8th
training, working on sewer grant application, has moved light poles from the park as well
as the eagle and smurf.

Park Board — thanks to all who participated in clean-up day, next meeting 4/13/26 at 9am

Market Square — Nothing

CIC — Nothing

Business/Industrial Development — plan to meet in May

Zoning and Planning — Met 3/23/26, see minutes

Human Resources/Ethics — Met 3/23/26, see minutes

Tree Commission — Nothing

Village Solicitor — completed park rules ordinance, introduced Tom Seeley as a potential candidate for solicitor replacement, reviewed ORC regarding rules about emergency ordinance/resolution passage

Fiscal Officer — Nothing
