A resolution of the council of the village of Forest, Ohio authorizing the village to enter contract with Wessler engineering for engineering services for the ongoing sewage lagoon rehabilitation and sewer construction project and declaring an emergency.
WHEREAS, The Village of Forest has put out a request for qualifications for engineering services in relation to the ongoing Sewage Lagoon Rehabilitation and Sewer Construction (Wastewater System Improvements) project mandated by the Ohio Environmental Protection Agency (hereinafter OEPA). The only response obtained by the Village of Forest was from Wessler Engineering.
WHEREAS, The Village of Forest has reviewed the statement of qualifications submitted by Wessler Engineering. The Village Council has scored the statement of qualifications as being adequate and desired to go forward with contracting Wessler Engineering for their services.
WHEREAS, Wessler Engineering has submitted a draft contract outlining the responsibilities of the parties as well as the price for services.
WHEREAS, The Village of Forest must continue to progress on the timeline of the Wastewater System Improvements project as outlined by the services rendered previously by Wessler Engineering to remain compliant with OEPA requirements as well as ensure eligibility for financial assistance from other governmental sources.
NOW, THEREFORE, BE IT RESOLVED by the Council of the Village of Forest, Hardin County, Ohio:
Section 1: The Village Council agrees to contract with Wessler Engineering for their engineering and drafting services in accordance with the ongoing Wastewater System Improvements project. This contract being entered upon the assessment of Wessler Engineering’s credentials as outlined in the statement of qualifications.
Section 2: The Village Council authorizes the Village Administrator and/or the Mayor of Forest to enter contract on behalf of the Village with Wessler Engineering under the terms outlined in the draft agreement.
Section 3: The source of the funds for this project shall be paid out of the sewer fund via Water Pollution Control Loan Fund (WPCLF) design loan.
Section 4: This resolution shall be an emergency measure, the particular emergency being the immediate need to obtain the services necessary to commence this time sensitive project as soon as possible, Therefore, for the immediate and best protection of the public peace, health and safety, this resolution shall take effect and be in force from and after its passage and approval by the Mayor.
