Forest Village Council – January 1, 2026

Village of Forest Council met on Thursday, January 1, 2026 at 10am in council chambers.

Mayor Hastings called the meeting to order with the Pledge of Allegiance.

Attendance:

• Derek Hastings – present
• Mary Dickinson – present
• Loretta Perkins – absent
• Sarah Hankins – present
• Valerie Mullholand – present
• Danielle Moore – present
• Joe Moore – present

Mayor Derek Hastings was sworn in by Solicitor Morgan Fish. Mayor Hastings swore in all members of council.

M. Dickinson moved for V. Mullholand to be Council President. J. Moore seconded. Vote: 4 yeas (V. Mullholand abstained), 0 nays. Motion carried.

Mayor Hastings presented his committee recommendations. M. Dickinson moved to approve committee appointments. D. Moore seconded. Vote: 5 yeas, 0 nays. Committee appointments approved.

Mayor Hastings presented Rules of Council. V. Mullholand moved to adopt these rules. There will be an ordinance presented at a later time addressing council members attendance and pay. J. Moore seconded. Vote: all yeas, 0 nays. Rules adopted.

Next meeting is scheduled for 1/8/26 @ 7pm. Wessler Engineering will be in attendance to provide an update.

V. Mullholand moved to adjourn. S. Hankins seconded. Vote: all yeas, 0 nays. Meeting adjourned 10:38am.
