Village of Forest Council met in regular session on Thursday, December 22, 2025 at 7:00 PM in council chambers.
Interim Mayor Hastings called the meeting to order with the Pledge of Allegiance.

Approval of Agenda for December 22, 2025: V. Mullholand moved to approve agenda. L. Perkins seconded. Vote: 4 yeas (M. Dickinson, L. Perkins, S. Shark, V. Mullholand), 0 nays. Agenda approved.
Approval/Corrections of Minutes: M. Dickinson moved to approval of minutes from December 11, 2025. V. Mullholand seconded. Vote: 4 yeas (M. Dickinson, L. Perkins, S. Shark, V. Mullholand), 0 nays. Minutes approved.
Bills: L. Perkins moved to approve the payment of bills. M. Dickinson seconded. Vote: 5 yeas, 0 nays. Payment of bills approved.

Old Business: Ordinance 2025-11 Solid Waste Utility 3rd reading
V. Mullholand moved to approve Ordinance 2025-11. M. Dickinson seconded. Vote: 5 yeas, 0 nays. Ordinance passed.
New Business: Council Member Appointment
Joe Moore and Dean Hankins introduced selves and discussed their interest for council appointment. S. Shark moved to go into executive session to discuss the candidates for the open council seat, with possible action to follow. V. Mullholand seconded. Vote: 5 yeas, 0 nays. Council went into executive session at 7:13pm.
M. Dickinson moved to return to regular session. S. Shark seconded. Vote: 5 yeas, 0 nays. Council returned to regular session at 7:37pm.
S. Shark moved to appoint Joe Moore to the vacant council seat, with the condition that he pause his Police Auxiliary involvement until the Solicitor has time to review if any conflicts. V. Mullholand seconded. Vote: J. Whitling abstained. 4 yeas (M. Dickinson, L. Perkins, S. Shark, V. Mullholand), 0 nays. Joe Moore was approved and he accepted the appointment.

Police Chief: The police department was able to purchase Christmas gifts for a family from a donation they received. Chief and Lt. Young met with Ohio Department of Safety. Citations will be moving to electronic. This is completely funded by the State.

Service: None
Administrator: Campbell Lift Station project is complete and working properly.
Park Board: Bentley Wilson, 14, put up lights and displays in the park. The Park Board commends him for his contributions.
Market Square: Working on 2026 events.

Zoning/Zoning Board of Appeals: None
Human Resources: None
Village Solicitor: None
Fiscal Officer: Update on Gworks and Muni Link.
Michael Kasler introduced himself. He is running for Hardin County Commissioner.
V. Mullholand moved to adjourn meeting. S. Shark seconded. Vote: 5 yeas, 0 nays. Meeting adjourned at 7:44pm.
