The Forest Council met in regular session on Thursday July 13, 2006 at 7:30PM in council chambers.

The meeting was called to order by Mayor David Hankins.

Nelson moved, seconded by Robert to approve minutes from the June 8, 2006 meeting. Vote: all yeas. Motion carried.

Nelson moved, seconded by Sharlene to pay bills. Vote: all yeas. Motion carried.

ANNOUNCEMENTS –0-

CITIZENS COMMENTS – Domenic Belgiovane from Waste Management was present to discuss bids submitted for refuse pick-up. This was the only bid received. For unlimited pick-up the total cost would be $19.46 per month. This included $13.50 for trash, $4.17 for recycle pick-up and a fuel cost recovery charge. For the two-bag limit total cost would be $18.14, $12.75 trash, $3.75 for recycling and fuel cost. The stickers for extra bags would go from the present cost of $1.00 to $2.50 per sticker. The yard waste picked up would be limited to bagged clippings and bundled sticks no longer than 4 foot and a 50-pound weight limit. Discussed only recycling every other week to reduce cost by up to 20%. Also having a receptacle for citizens to take recycling between pick-ups.

Dean moved, seconded by Robert to reject the bid from Waste Management. Vote: all yeas. Motion carried.

Heard had 4 companies take out bid packages. The other companies said the contract made the penalties too strict. The administrator and solicitor will rework the contract and go out for re-bid.

OLD BUSINESS – Second reading Resolution No. 1713

A RESOLUTION CONSENTING TO THE ADDITION OF A PORTION OF JACKSON TOWNSHIP TO THE VILLAGE OF FOREST ENTERPRISE ZONE.

NEW BUSINESS – First reading Ordinance No. 1714

AN ORDINANCE AMENDING AND SUPPLEMENTING APPROPRIATIONS ORDINANCE NO. 1693

Nelson moved, seconded by Terri to suspend rules and regulations. Vote: all yeas. Motion carried.

Nelson moved, seconded by Robert to pass Ord. # 1714 as read. Vote: all yeas. Motion carried.

First reading Ordinance No. 1715

AN ORDINANCE TRANSFERRING FUND AND DECLARING AN EMERGENCY.

Nelson moved, seconded by Sharlene to suspend the rules and regulations. Vote: all yeas. Motion carried.

Sharlene moved, seconded by Dean to pass Ord. #1715 as an emergency. Vote: all yeas. Motion carried.

First reading Ordinance No. 1716

AN ORDINANCE TO APPROVE, ADOPT AND ENACT THE 2006 REPLACEMENT PAGES TO THE CODIFIED ORDINANCES: TO REPEAL ORDINANCES IN CONFLICT THEREWITH: TO PUBLISH THE ENACTMENT OF NEW MATTER: AND DECLARING THIS ACT AN EMERGENCY.

Terri moved, seconded by Nelson to suspend the rules and regulations. Vote: all yeas. Motion carried.

Terri moved, seconded by Nelson to pass Ord. #1716 as an emergency. Vote: all yeas. Motion carried.

MAYOR – Mayor thanked everyone involved in making the Tree Town Festival a success again this year. Special thanks to Forest police department and Hardin County sheriff’s department and to Dean Hankins.

Robert moved, seconded by Sharlene to officially thank everyone involved in Tree Town Festival. Vote: all yeas. Motion carried.

Heard Rebecca Taylor has been hired to replace current Tax Administrator/Office Assistant Johna Walters. Mrs. Taylor started work on July 10, 2006.

COMMITTEE REPORTS

FINANCE/AUDIT – Discussed the insurance coverage at Community First Bank. The bank will raise the limit on coverage to make sure all funds are insured. Currently there is $500,000 on active deposits and $200,000 on inactive deposits. The village has just over $288,000 in checking and just over $372,000 in the money market and a CD for $26,314.01. The money market is considered inactive funds. Dean moved, seconded by Robert to transfer $100,000 from the checking account to the money market account. Vote: all yeas. Motion carried.

PARK – See attached.

Heard $3000.00 of electrical equipment was stolen from the flats. Discussed getting doors installed on the flats.

EDC – There is a meeting of the Forest Revitalization Group on August 8, 2006 at 4:00 PM at the library.

The Lincoln Highway Byway Sale is Aug. 10, 11 and 12, 2006. There are spaces for rent for $15.00 for people from out-of-town that would like to be included. Plus the permit fee of $5.00. Dean moved, seconded by Nelson that the garage sale fees from this go the Forest Revitalization Group. Vote: all yeas. Motion carried.

SAFETY –0-

SERVICE – Heard the estimate to seal and strip parking lot at city building is $1500.00

Tree clean up after recent storm was $2200.00

Will be interviewing for Carl Kissling’s job next Tuesday.

ZONING – Nelson will write up an addendum for the Historical District and present to zoning and council.

The question on putting a pond on E. Lima St. would have to follow all zoning codes.

ADMINISTRATOR – Heard the recycle was collected different this week. Was co-mingled and taken to Lima at a cost of $15.00 per ton. This is then separated.

Administrator would like the water plant supervisor, Steve Manns and himself to go to Canton for 2 day continuing education for their water license and stay overnight. Dean moved, seconded by Terri to approve. Vote: all yeas. Motion carried.

Heard the chipper was given to us to try free of charge for a day. The rental fee of $1200.00 can be applied to the purchase price of $24329.00. Council suggested that a lease be checked on.

Heard Poggemeyer will be engineering Phase 3 of the sewer project. Bids for the water plant will go out when CDBG gives the OK.
