The Forest Council met in regular session on Thursday May 11, 2006 at 7:30 PM in council chambers.
The meeting was called to order by Mayor David Hankins.

Nelson moved, seconded by Terri to approve minutes from the April 27, 2006 meeting.

ANNOUNCEMENTS -0-
CITIZENS COMMENTS – Bob Deringer was present with question on junk cars. He had gotten a junk car notice and taken care of it but his neighbor still had a junk car. Police chief informed him that every junk car in town was to be cited, but this takes time. The vehicle Bob was referring to was cited and the owner sold the car so now the new owner needs to be found and served.
Bob also had question on a window screen in the back window of vehicles. The police chief gave Bob a copy of the code – 337.28 in Codified Ordinances of Forest. Heard from mayor the state police do not cite this because it is not a priority. Mayor said we should not worry about it but cannot tell the police not to cite.
OLD BUSINESS – Third reading Ordinance No. 1710
AN ORDINANCE AMENDING ORDINANCE NO. 512 AS AMENDED AND DECLARING AN EMERGENCY.
Dean moved, seconded by Robert to pass Ordinance No. 1710 as an emergency.
Vote: all yeas. Motion carried.
Third reading Ordinance No. 1711
AN ORDINANCE AMENDING AND SUPPLEMENTING APPROPRIAITONS ORDINANCE NO. 1693.
Vote: all yeas. Motion carried.
NEW BUSINESS – Since the service meeting was canceled the township invited council to their meeting on Tuesday, May 16 at 7:30 PM to discuss the dumpsite.
Mayor read letter from Ron McNeely, owner of 121 E Lima St., who offered the village first chance to buy his property. The administrator, Charles Brunkhart, had looked at the property the day before. A local contractor had accompanied him. It would take a lot of money to restore the property. Mr. McNeely is asking $30,000.00 for the property. No action taken.

COMMITTEE REPORTS
FINANCE/AUDIT – Heard the clerk had attended meeting on Certificate of Deposit Account Registry Service (CDARS). This gives the village FDIC insurance on money up to $25 million through one bank. The bank invests the money in CD’s across the country in amounts of less than $100,000.00. Clerk will check with Community First Bank and set a finance meeting later.
PARK – See attached.
Heard pool was being prepared for the 2006 season.
EDC – Heard there will be a Vintage baseball game played in Forest on Sunday, May 28 on the old school grounds.
Had information on banners to put on light poles. A colored flag is $210.00 with a set up fee of $40.00.
Dean moved, seconded by Nelson to buy a color banner with the Village of Forest name on it to be paid out of contingencies. Vote: all yeas. Motion carried.
Dean moved, seconded by Robert to adjourn into executive session to discuss the purchase of property and the discipline of an employee. Vote: all yeas. Motion carried.
