The Forest Council met in regular session on Thursday April 27, 2006 at 7:30 PM in council chambers.

The meeting was called to order by Mayor David Hankins.

ANNOUNCEMENTS -0-

CITIZENS COMMENTS - Barb Knedler, Donna Miller, Bob and Karin Bash were present to discuss the location of the new dump for yard waste. The dump had already been closed due to zoning regulations in Jackson Township. The village has nowhere to dump yard waste or leaves this fall. The administrator had priced a chipper for $12,000.00 and a small used chipper for $8,000.00. Heard a truckload of yard waste can be taken to the Hardin County landfill for $5.00 per load. Concrete can to taken to Wyandot County landfill and the price will be by tonnage. Service will meet with township officials to try to resolve.

Nelson moved, seconded by Dean to approve minutes from the April 13, 2006 meeting. Vote: all yeas. Motion carried.

Terri moved, seconded by Loretta to pay the bill. Vote: all yeas. Motion carried.

OLD BUSINESS - Third reading Ordinance No. 1707.

AN ORDINANCE AMENDING THE PLANNING AND ZONING CODE.

Dean moved, seconded by Terri to pass Ord. #1707 as read. Vote: all yeas. Motion carried.

Second reading Ordinance No. 1710

AN ORDINANCE AMINDED ORDINANCE NO. 512 AS AMENDED AND DECLARING AN EMERGENCY.

Second reading Ordinance No. 1711

AN ORDINANCE AMENDING AND SUPPLEMENTING APPROPRIATIONS ORDINANCE NO. 1693

Loretta moved, seconded by Dean to adjourn into executive session to discuss discipline of an employee. Vote: all yeas. Motion carried.

NEW BUSINESS -0-

MAYOR - Request for administrator to check to see if pool hall has a vendors license.

Question on whether a zoning permit is needed for a dog fence. Yes a zoning permit is required.

COMMITTEE REPORTS

FINANCE/AUDIT -0-

PARK - Heard report insurance company says the slides in park do not meet requirements and will need to be taken down.

There were 9 muskrats captured in the pond. The muskrats did damage two lights that will need to be repaired.

SAFETY - Meeting set for Tuesday May 9 at 7:30 PM.

SERVICE - Meeting set for Thursday May 4 at 7:15 PM.

ZONING -0-

ADMINISTRATOR - Heard pipe casing going under SR 30 through Hancock County is ongoing.

CHIEF -0-

LAW DIRECTOR -0-

OFFICE - Heard the Sheldon Gas rate decreased to 1.19115 per CCF.

Heard clerk will attend meeting May 11 on CDARS for public investing.

Heard report from meeting the clerk attended on the Tax Expenditure Limitation (TEL) bill to be on the ballot in November. This would keep all public entities to limit their appropriations to a 3.5% increase each year, without a vote of 50% of registered voters. The state would only need 50% of the vote not of registered voters. This would seriously limit any capital projects that could be done. Suggestions of attending public meetings, going door to door, write letters to the editor and informing family and friends to keep this bill from passing.
