The Forest council met in regular session on Thursday October 13, 2011 at 7:30 PM in council chambers.
The meeting was called to order by Council President Dean Hankins.

R. Burd moved, seconded by R. Beitler to accept the minutes from September 8, 2011 meeting as presented. Vote: all yeas. Motion carried.
D. Hankins moved, seconded by L. Perkins to pay the bills. Vote: all yeas. Motion carried.
ANNOUNCEMENTS – Halloween parade will be Wednesday October 26 at 6:30 PM, judging at 6:00. Trick or Treat will be Thursday October 27, 2011 from 6:00 to 7:30 PM.
CITIZENS COMMENTS – Jim Farrell was present with concerns about water not draining at his residence at 205 N Martin St. The last rain his property was surrounded by water for eight hours. He stated there are 3 big drains in the area and nothing is going down. Administrator Robert Bristoll will meet with Jim to address the issue.
Mayor David Hankins arrived.
Regina Vogt with the Crossroads Crisis Center was present to explain the organization wishing to come into Hardin County. Presently any domestic violence victims have to go to Allen County. Last year there were 2500 women and children helped in Allen County with 250 of them being from Hardin County.
Crossroads gets most of their funding through United Way. Funding is what is preventing them from coming to Hardin County. A house needs to be donated for a shelter. Regina stated there is a need in Hardin County and she is trying to get the word out for any help.
OPEN ITEMS – R. Burd has talked to Stanley Coughlin from Triumph Thermal Systems about the cell service problems within their building. Mr. Coughlin wants to work with Verizon on a government contract. Neil Boyd from Buckeye Machine would like to get involved also. The trouble ticket was given to Mr. Coughlin to try to get something done in the village.
Social media and discipline policy will be looked at through two examples from the insurance companies.
Police Chief is still working on the old IGA building. The Joseph Moore property has still not been cleaned up. Court date set for October 31. The village will not sign off until the property is completely cleaned up.
Meeting set for Tuesday October 18 at 4:30 to look at the website with Matthew Moore.
Heard Steve Manns and Rob Mix both passed their general knowledge tests for their CDL’s. Steve will be taking the air brake test.

2012 ANNUAL APPROPRIATIONS
MAYOR – The mayor had an example of a resolution opposing the takeover of the local income tax by the State of Ohio that the village may want to look at to support the opposition.
COMMITTEE REPORTS
AUDIT/FINANCE – Finance has met several times and has the first reading for the 2012 appropriations.
PARK – Mayor requested that Richard L Price be appointed to the Park Board.

SAFETY – R. Burd will contact Kenton PD for their ordinance on occupying unsafe houses. Kenton has good luck prosecuting drug houses.
SERVICE – Heard that Mary and Depot Sts. were paved. At the police chief’s recommendation a yield sign was put up at Depot and Gage Sts.
Asked if anyone has heard any comments on the speed limit being raised to 50 mph on Wells Rd. All comments have been negative.
ZONING – Had the zoning hearing and no citizens had any objections. Ordinance could not be passed because there were not enough council members to suspend the rules. Had first reading.
ADMINITRATOR – Had a written agreement signed by Tom Brandeberry, Lewis Thacker, the Police Chief and Administrator that the lot at the corner of Warner St and Sandusky St. will be cleaned up by Festival in 2012.
Grant has been filed for the water line project to Wells Rd.
Replaced bottom of sewer pit on Speidel Ave.
Had a sink hole develop in the 500 block of S. Warner St which was repaired. It had 5 tiles come together in one pit.
The smoke testing revealed a problem on E Lima St, which was corrected and a yard drain tied in on Smith St., which was the village’s and corrected. There were also 2 houses with down spouts tied into sanitary and 3 clean outs not secured. Notices will be given to those residents to correct.
Tree limbs are being trimmed away from signs.
A storm tile wash out was repaired at the Presbyterian Church on the corner of Warner and Dixon Streets. There are two more to be repaired. One on Garrett St and the alley between Sandusky and Lima St in the 300 block.
Alleys have been done. If any more repairs are needed let the administrator know.
Need a portable welder to repair a lid on Smith St. Suggested to check with Buckeye Machine.
The leaf vacuum is at the maintenance building and will probably start pick up Oct. 20.
Bob Bristoll and Jon Alger will be going to Indiana Oct 20 for schooling on rebuilding the sewer controllers.
Elwood’s are working on tree trimming.
Triumph Thermal Systems wants to be part of the recycling. They will only require pick up once a month. Look into the old recycle bins at the flats for storage. Council agreed to pick up Triumph’s recycling.
Had some individuals want to give the village a quote for our trash and recycling. The council is not interested at this time.
Need to run the cutter through the storm sewer at Dixon and Mad River Streets. Heard Alger might have a truck to sell.
CHIEF – The transmission on F3 is getting repaired now and F1 will be repaired next.
Submitted the JAG grant and passed the audit from this year’s grant.
Lt. Flick will be covering the day shift next week while the chief is on vacation.
Heard the ambulance is willing to share some MARCS radios. Will have to pay to encrypt them at a cost of about $4000.00
LAW DIRECTOR - John Neville announced he will resign at the end of the year. He said he is missing too much time with his family. He wants to finish up all loose ends before he leaves and help the new solicitor. The mayor thanked John for his service to the village.
OFFICE – Have three quotes for Workers Comp. administrator. Present administrator is Sheakley for $380.00 per year, Frank Gates for $189.00 per year and Spooner for $389.00 per year. D. Hankins moved, seconded by L. Perkins to contract with Frank Gates. Vote; all yeas. Motion carried.
